From 2006 to 2010, development of the BDCP was guided by a Steering Committee composed of local water agencies, environmental and conservation organizations, state and federal agencies, and other interest groups. The Steering Committee met bi-weekly and meetings were open to the public.
The role of the Steering Committee was to attempt to resolve issues facing BDCP, and to review its progress. If the Steering Committee could not resolve an issue, the decision as to what would be included in the BDCP permit application would be left to the BDCP applicant, while considering input from the state and federal regulatory agencies and others.
As a result their efforts, the Steering Committee released a November 2010 Working Draft plan representing all components that had been completed to date.
